Taisei Matsuki is a Senior Climate Change Specialist in the Environment Department for the East Asia and Pacific Region at the World Bank, based in Singapore. He brings over 20 years of experience in climate change policy — with a focus on mitigation and carbon pricing — and climate finance across East Asia and the Pacific, including Indonesia, Lao PDR, Malaysia, the Philippines, Thailand, and Vietnam, as well as Eastern Europe and Central Asia, South Asia, the Middle East, and Africa. His career spans senior roles at the World Bank and the European Bank for Reconstruction and Development (EBRD). In addition, Taisei has 17 years of expertise in public finance instruments, encompassing international financial institution lending operations, ODA loans, project finance, and corporate finance, with cross-sectoral experience in agriculture, energy, oil and gas, and transport at the World Bank, EBRD, and the Japan Bank for International Cooperation (JBIC). In his current role, he leads the World Bank's support for carbon pricing instruments and carbon market development in Malaysia, the Philippines, and Thailand, while also supporting Indonesia's implementation of its Emissions Trading System (ETS). He serves as a Member of the Project Advisory Committee (PAC) for the Emissions Reduction for a Sustainable Economy in Southeast Asia (EASE) project, funded by Global Affairs Canada and implemented by the International Institute for Sustainable Development (IISD). Taisei holds a Master's degree in Development Economics from the Yale Graduate School and a Bachelor's degree in International Relations from the University of Tokyo.
